Update for SmartHoldem Delegates.

What is included in the update:
The cost of registering a new Delegate is 55,000 STH.
The commission of ordinary transactions in the SmartHoldem network varies from 0.1 to 1 STH.
Transaction fees go to the Delegate who signed the block.

Also, the Delegate, who has signed the block in which the transaction with the registration of the new Delegate entered, receives a commission in the amount of 55000 STH.
